If you have been reading Contested Terrain, you would know that I have no compunctions about criticizing Democrats. But in this case the overwhelming resources of the federal gov't (the Bush administration) compared with those available to local and state authorities (who are also culpable)were so much greater and ballyhooed to get Bush "re-elected." So to pass off the blame is a total (and characteristic) Bush cop-out.
Once upon a time we had a President with a sign on his desk that read:"The Buck Stops Here." Now the Presidential sign reads "Pass the Buck."
Let's assume the State and City officials were as you say "inept," does that absolve Bush of responsibility? I think not.
