Bush Homeland Security chief disses London dead

How did Homeland Security director Michael Chertoff explain the Bush administration's opposition to a $1.2 billion Senate bill that would have increased subway and bus safety. He said:
The truth of the matter is, a fully loaded airplane with jet fuel...has the capacity to kill 3,000 people. A bomb in a subway car may kill 30 people.
Due to Bush's opposition only 53 of the necessary 60 votes to pass the bill were cast in its favor. So much for all the people in London mourning the July 7 victims
